Seth Behn, District Attorney

Seth Behn was a certified land use planner for a decade prior to becoming an attorney, and now focuses his legal practice on general government and land use matters.

Rick Olson, District Engineer

Rick Olson is a professional engineer with a background in civil and geotechnical engineering. He serves as the district’s engineer and assists staff with general engineering evaluation, assessment and planning.  He has practiced in South Florida for 36 years. He also serves as Globaltech’s client services manager for CSID. In this capacity, Olson coordinates the company’s resources to execute design-build projects for the district.

Ken Cassel

Ken Cassel, District Manager

Ken Cassel has more than 45 years of experience in private and public sectors including municipal management, land development and contracting. A consultant for Inframark, a water Infrastructure operations and infrastructure management services firm, Cassel serves as the district manager for CSID. His background includes administration of federal regulations (NPDES, NFIP, etc.), emergency management, strategic project planning and management, technical engineering product development and deployment, budgeting, financial tracking, process development and implementation. A South Florida native, Cassel holds a Master of Science in public administration and is a member of the Florida City and County Management Association.

David McIntosh

David McIntosh, Director of Operations

David McIntosh, director of operations, has been an employee of the district for more than 16 years. He has a combined 36 years of experience working in private and public sectors of utility operations and management.

He is responsible for managing the daily operations, including the supervision of all employees, and for implementing the strategic goals of the board of supervisors. He ensures that all operating personnel complies with all management directives, Board policies and applicable local, state and federal regulations. He provides oversight for all the district’s departments: utilities, finance, human resources, billing and customer service.

McIntosh holds a Florida Department of Environmental Protection A License in water and wastewater operations, a certified district manager designation from the Florida Association of Special Districts and Florida Center for Public Management, a Bachelor of Science in environmental engineering from Florida International University and a Master of Science in public administration from Barry University.

Joe Stephens, Director of Utilities

Joe Stephens, director of utilities, works under the general direction of the director of operations and is responsible for managing the daily operations of the district’s departments, including supervision of the employees in the departments. His areas of responsibility include the water, wastewater and stormwater systems, and maintenance and field operations. He ensures that all operating personnel complies with all management directives, Board policies and applicable local, state and federal regulations.

He is responsible for protecting public health and provision of water service to the community and the collection and treatment of the district’s wastewater. He ensures that the department strives to maintain the highest service standards and assistance to the public through programs that encourage all employees to keep positive public relations as a primary goal.

Stephens holds a Florida Department of Environmental Protection’s A license to operate potable water plants and is certified as a membrane technology specialist. He is also the recipient of the Southeast Desalting Association’s 2018 Operator of the Year award, which is selected from the entire U.S. Southeast region.

Jan Zilmer, Director of Human Resources

The director of human resources develops policy and directs and coordinates personnel activities, such as employment, compensation, labor relations, benefits and employee services by performing the following duties personally or through subordinate supervisors.

Sue BeyerDirector of Accounting & Finance

Sue Beyer, Director of Accounting & Finance, joined the Coral Springs Improvement District in August of 2022.  She holds a Bachelor’s Degree in Business Administration & Accounting and a Master’s Degree in Information Technology, Project Management/Database Design. Sue brings 30 years’ experience working in non-profit and fund accounting.  The primary responsibilities of the Director of Accounting & Finance include managing the daily accounting functions for the District in relation to accounts payables, cash receipts, financial reporting, and budget preparation.
